Why Do The Contruction Site Sign Holders Keep Waving You Through the Site As You Drive By?

I’m going through the little construction site near my work and like always there was the guy standing there with the sign that has “Slow” on one side and “Stop” on the other. The thing I always thought was weird was that when its your turn to go “Slow” the guy keeps arm-waving you through constantly, even if its just you and there are no cars behind you. Isn’t that weird? I know its my time to go based on your fancy double-sided sign. Its not like you have to coax me all the way through the site. I want to go through on my own accord, I need to encouragement. Also, what does he think is going to happen if he doesn’t wave me all the way through the construction? If he stops waving half way, do some people come to a screeching halt? I doubt it.
Seriously, this morning the guy was arm-waving me through like he wanted me to go home on a double to the gap and I can’t think of one single reason why they all do this. Anyone?
